Department OverviewThe Village Administrator is the Chief Administrative Officer of the Village and is appointed by the Mayor with the advice and consent of the Board of Trustees. The Administrator is charged with implementing policy directives of the Board and overseeing the day to day operations of the Village. The department includes staff involved in supporting the Village Board and Clerk, coordinating public communications, planning and hosting special events, and operating FCTV-6, the Village's local cable access channel.
Robert E. Piscia, Village Administrator
Rob was appointed Village Administrator in September of 2017. He began his career with Frankfort in 1986 as a part-time police officer. Rob has served in multiple roles with the Village including Police Chief, Finance Director, HR/Benefits Coordinator and Assistant Village Administrator.
He holds a Masters Degree in Political Science/Criminal Justice Studies and B.A. in Criminal Justice from Governors State University. Rob is a Credentialed Manager (ICMA-CM) from the International City/County Management Association and a Certified Police Chief (CPC) from the Illinois Association of Chief of Police. Rob is also a graduate of the FBI National Academy in Quantico, VA. Rob and his family reside in Frankfort.
Currently, Rob serves as the Chair of the Southwest Agency for Risk Management, which is a multi-community risk pool.
Jeff was appointed Assistant Village Administrator in December of 2017 and also serves as the department head for the Development Services Department. He began his career with Frankfort in 2002 as Planner in the Community Development Department, playing a key role during Frankfort's high growth years. He holds a Masters Degree in Real Estate Development and a B.A. in Urban and Regional Planning, both from the University of Illinois, and certificates in Governmental and Organizational Governance & Performance and Community & Economic Development from Northern Illinois University. Jeff is a Credentialed Manager Candidate (ICMA-CM) from the International City/County Management Association and was admitted to the American Institute of Certified Planners (AICP).
Jeff remains active in professional organizations, previously participating in planning topics for the Chaddick Institute for Metropolitan Development, the Illinois American Planning Association, and serving on the Illinois City Management Association's (ILCMA) Professional Development Committee. He currently serves on the ILCMA Professional Conduct Committee. Locally, Jeff served as Vice Chairman of the Old Plank Road Trail Management Commission for six years.
