Department OverviewThe Village Administration consists of the Village Admistror who is the Chief Administrative Officer of the Village, along with the Assistant Village Administrator.  These positions are appointed by the Mayor with the advice and consent of the Board of Trustees. The Administration is charged with applying the policy directives of the Board while overseeing Village operations. The department includes staff involved in supporting the Village Board and Clerk, coordinating public communications, planning and hosting special events, and operating FCTV-6, the Village's local cable access channel.

Meet the Staff   
Robert E. Piscia, Village Administrator 

AdministratorRob was appointed Village Administrator in September of 2017.  He began his career with Frankfort in 1986 as a part-time police officer.  Rob has served in multiple roles with the Village including Police Chief, Finance Director, HR/Benefits Coordinator, and Assistant Village Administrator. 

He holds a Master's Degree in Political Science/Criminal Justice Studies and B.A. in Criminal Justice from Governors State University.  Rob is a Credentialed Manager (ICMA-CM)  from the International City/County Management Association and a Certified Police Chief (CPC) from the Illinois Association of Chief of Police.  Rob and his family reside in Frankfort.

Currently, Rob serves as the Chair of the Southwest Agency for Risk Management, which is a multi-community risk pool.



John Burica, Assistant Village Administrator
In July 2021 John was appointed to Assistant Village Administrator after 25 years in local government,
IMG_1103(1)with the last 11 as chief of the Frankfort Police Department. He also served in the interim Assistant Village Administrator role from December 2020 until his appointment. 

He is an ICMA member who holds a Master's Degree in Public Administration from Governors State University and a Bachelor's Degree in Criminal Justice from Illinois State University. John Burica assists the Village Administrator in implementing Village policies and programs as established by the Village Board, in addition to assisting with budget preparation, personnel administration, departmental coordination, and day-to-day operations of the Village.
