Frankfort collects a capacity expansion fee that reimburses the village its cost to provide utility services. The capacity expansion fee is charged to those persons who request that the village provide sufficient water and waste water utility service.

 

The village has determined that a capacity expansion fee of $863 per population is the equivalent cost of expansion of its system, and such amount is specifically and uniquely attributable to the request for water utility service considering the present and future anticipated needs of the area.
